Michael Kratsios, director of the White House Office of Science and Technology Policy, accused Chinese startup Moonshot AI on Wednesday of improperly using Anthropic's latest model and accessing restricted Nvidia chips to develop its new Kimi K3 artificial intelligence system.
Kratsios said the administration has information that Moonshot distilled Anthropic's Fable model to produce Kimi K3. Distillation is a technique used to transfer knowledge from a larger, more capable AI model to a smaller one. "To do this they developed a sophisticated internal platform to conduct large scale distillation against U.S. models, allowing them to quickly switch between multiple methods of access to avoid detection," Kratsios wrote on social media platform X.
Kratsios also alleged that Moonshot acquired servers equipped with Nvidia's GB300 system and accessed the same system in Thailand, suggesting they were used to train AI models. The GB300 contains Nvidia's Blackwell chips, which are prohibited from sale to China under current export controls. The highest-level chip currently receiving licenses from the administration is the H200.
